1). Dubai is 220V, US - 110V
2). Dubai is PAL region, US - NTSC U/C region. PS3 games are region free, but PS1/2 games aren't.

No.

It's not just the voltage difference. The tv color system will be different. If you are using standard def, the american version will use NTSC, and the dubai version would use PAL.

Voltage also is 220v there. So you could fry the 110v american version one.

i doubt the voltage is the same, so i'll leave that part for someone else to answer. as for the system itself, if it was built for the middle east, and the power conversion works, theoretically it will turn on and you will be able to access the internet, but games, dvds, and blue ray discs from this country should not work on it unless it has been modified with some sort of mod chip. if you have a mod chip, and you try to play a game online, you probably won't pass the dnas test and therefore be unable to connect to the online gaming world.

this is, of course, assuming this thing is not a north american ps3 they happen to have and be selling in dubai. all region 1 discs (which is north america) will not play on it if the system was built for another region.

update:

ohh yeah, the guy below me is right. i completely forgot about pal vs ntsc format issue. yeah, so that is yet another issue you'd have to contend with......then again, you did say your friend bought one and it works. that makes no sense to me.
